I have to report that the Special Committee set up by the Dáil on the Seanad Electoral (Panel Members) Bill, 1937, has decided not to proceed with the consideration of the Bill and is resolved to report it back to the Dáil. Accordingly, the Committee have made a special report, and I move that the special report and the minutes of the proceedings of the Special Committee on the Seanad Electoral (Panel Members) Bill, 1937, be printed.

When will the special report from the Special Committee be circulated?
I hope to circulate the report on Friday evening. If it is not possible to circulate the amendments which I propose to have inserted in the Bill, and if it is necessary to wait until Monday for doing that, I will ask the House on Wednesday next to wait until a later or some suitable day when due notice will be given.
When will we know the date on which the Bill will come up for full consideration on report?

There will be a Report Stage after the Bill is recommitted.
Formally the position is that when the Bill is next considered it will be on the Report Stage but immediately at the beginning of that Stage I will move that the Bill be recommitted to the Committee Stage. Then the amendments will be considered and the usual procedure for Bills will follow.
If the Bill is down for consideration on Wednesday, then the amendments must be circulated before Monday.
