Committee on Finance. - Vote 41—Local Government and Public Health.

I move:—

Go ndeontar suim Bhreise ná raghaidh thar £20 chun íoctha an Mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1938, chun Tuarastail agus Costaisí Oifig an Aire Riaghaltais Aiteamhail agus Sláinte Poiblidhe agus seirbhísí áirithe atá fé riaradh na hOifige sin, maraon le Deontaisí agus Costaisí eile bhaineann le Tógáil Tithe, Deontaisí d'Udaráis Aitiúla, Ildeontaisí Ilghnéitheacha agus Ildeontaisí i gCabhair, agus muirearacha áirithe mar gheall ar Ospidéil.

That a Supplementary sum not exceeding £20 be granted to defray the Charge which will come in course of payment during the year ending 31st March, 1938, for the Salaries and Expenses of the Office of the Minister for Local Government and Public Health, and of certain Services administered by that Office, including Grants and other Expenses in connection with Housing, Grants to Local Authorities, sundry Miscellaneous Grants and Grants-in-Aid, and certain charges connected with Hospitals.

The sum asked for arises out of what is known as the free beef scheme which was in operation a few years ago. This Vote is intended to meet expenditure in connection with the scheme for the supply of beef to necessitous persons. The scheme came to an end on the 31st March, 1937. Since that date there were outstanding claims to be dealt with amounting to a total of £11,060. The Estimates for the current year provided for an expenditure of £5,000 under this head. The Estimate set out, however, that the money would be expended by way of grants to local authorities. The scheme was, however, continued on lines similar to the scheme formerly operated from the Department of Agriculture, and the victuallers who supplied the beef were paid direct from my Department instead of through the local authority. To rectify this error and to obtain authority for the expenditure incurred during the year, namely £11,060, the concurrence of the Dáil is sought to this Estimate.
