Order of Business.

It is proposed to take the business on the Order Paper, No. 5 to No. 11 inclusive, and then No. 1. On the adjournment of the debate on resolution No. 1, No. 12 will be taken. It is proposed that public business be not interrupted at 9 o'clock, to take Private Deputies' Business.

When is it proposed to take Private Deputies' Business again?

Probably after the Budget.

We proposed that Private Deputies' Business should be taken to-day, but I do not think that if the Minister for Finance finds himself burdened by the weight of Budget work, that we could fairly insist on getting Private Deputies' Time in regard to the motion in which he is vitally concerned this evening. While I do not purport to speak for the Labour Party, we are certainly not prepared to press the Minister for Private Time this week, but if we are prepared to waive that much, we should like an assurance that it will be forthcoming on the first Wednesday after the Budget debate.

We shall consider that.

Deputy Dillon asked for an assurance that Private Members' Time would be forthcoming on the first Wednesday after the Budget, but the Tanaiste has not given any assurance that Private Members' Time will be made available then.

The position, therefore, is that Deputy Dillon has made a request, but he has got nothing in return for agreeing to Private Members' Time being given over to the Government to-day. I object to Private Members' Time being taken over to-day. If we are going to deal with the First Stage of these six Bills, and have a statement on the Agreement, followed by an adjournment of the debate, it means that the House is only being asked to deal with the Estimates to-day. On the last day on which Private Members' Business was taken, the Minister for Finance occupied over two hours of the time allowed. He was obviously wasting time, trying to prevent any other Deputy from speaking to the motion then under discussion. Although the Minister was engaged in stone-walling on that occasion, keeping Deputies from speaking to the motion, now we are told that we cannot have Private Members' Time to discuss the same motion, notwithstanding the fact that the Minister took about two and a-half hours of Private Members' Time on that occasion. I think there is no case for withholding Private Members' Time to-day—certainly no case for withholding it in view of the reluctance of the Tanaiste to give an assurance that Private Members' Time will be made available next Wednesday.

Would the Vice-President not consider giving one and a-half hours' time to Private Members, which after all belongs to them, on Wednesday when the Budget debate is adjourned?

That is a reasonable request and would have my full approval.

Unless some unforeseen circumstances arise we will get it.

I think that is reasonable.

I am prepared to agree if there is an assurance that Private Members' Time will be taken that evening. The Tanaiste has given no such assurance. I am prepared to waive my objection if there is an assurance that Private Members' Time may be taken.

Do you desire to put it to a vote?

Yes, if I cannot get the assurance.

Surely the assurance given by the Tanaiste is adequate, that we will get it unless unforeseen circumstances arise.

I have said so.

I think Deputy Norton might accept that.
