Committee on Finance. - Holidays (Employees) Bill, 1938—Money Resolution.

I move:—

That it is expedient to authorise the payment out of moneys provided by the Oireachtas of any expenses incurred in carrying into execution any Act of the present Session to make provision for the allowance of holidays to certain employed persons, and to provide for certain other matters connected with the matter aforesaid.

Has the Minister any idea of what it would cost?

The final estimate is very difficult to prepare, of course, but the estimate has been prepared at about £10,000.

Is there provision in that estimate for inspectors under this Bill?

For the general costs of enforcement.

How far is it the Minister's intention that inspectors under this Bill shall have a right to intrude into the domestic circle of the average household in the country for the purpose of inquiring as to whether the terms of the Bill in so far as they affect the domestic servants are being carried out?

I suggest we might discuss that on the appropriate section of the Bill.

I am asking the Minister that question with a view to ascertaining how many inspectors it is proposed to appoint.

There is a special section of the Bill dealing with that matter.

Under that section does the Minister know how many inspectors it is proposed to authorise for that purpose?

There is no proposal to authorise any inspectors for the purpose except in accordance with the provisions of the Bill in regard to the section to which I have referred the Deputy.

The Minister apparently does not understand me, Sir. I want to find out how much the inspectors under this Bill are going to cost. For that purpose I raise now, and not on the section of the Bill, the question of how many inspectors there are going to be. When we have determined that question and not until we have determined that question can we proceed with the question of how much they are going to cost. That is why I am asking the Minister now instead of on the section of the Bill.

I could not answer that question.

He does not know. The Minister moves the Financial Resolution without having the faintest notion of what will be required. He has informed us that £10,000 would be required. He might as well say £10,000,000, because he does not know.
