Ceisteanna—Questions. Oral Answers. - National Health Insurance Acts.

asked the Minister for Local Government and Public Health whether it is his intention to appoint a representative committee to inquire into the administration of the National Health Insurance Acts, and to consider how far it is practicable to increase the cash benefits payable under these Acts, and also to provide additional non-cash benefits for insured persons and their dependents; and, if so, when the appointment will be announced.

The Government actuary is engaged on the preparation of a report on sickness experience in Éire, based on material supplied by the Unified Society and by the Department. That report is expected early in the New Year and it will then be necessary to investigate what changes are desirable in the financial structure of the scheme. In making that investigation consideration will be given to the matters which are the subject of the question under reply. It is clear that it will not be practicable to increase the cash benefits or to provide the other benefits referred to without a corresponding increase in the rate of contribution.

I cannot yet say whether it will be necessary to refer the matter for consideration by a representative committee.
