SECTION 13.
Section 46 of the Principal Act is hereby amended by the insertion in sub-section (2) of the said section after the words "such return" of the words "or shall make in any such return any statement which is false or misleading in any material respect," and the said section shall be construced and have effect accordingly.

I move amendment No. 1, Section 13:—

In page 5, line 23 and 24, to delete the words "such return" and substitute the following, "so as to make such return".

This is, really, only a drafting amendment. I found on examination of the section in the main Act the words "such return" occur twice in the same sub-section. We want this correction made, so that there can be no misunderstanding.

I want to ask the Minister a question on Section 4 (2) of this Bill, if I may. I know that technically I should have raised it a few minutes ago, but I was out of the House. How far would the provisions of sub-section (2) of Section 4 form a precedent for the Minister by orders to over-ride Acts of this House?

I do not think this is a new principle. In a number of cases it is provided that a particular part of an Act may be brought into operation or suspended from time to time. I do not think it is a new principle in any way.
