Ceisteanna—Questions. Oral Answers. - Kerry Employment Scheme.

asked the Minister for Finance if he is aware that a substantial sum of money out of the Employment Schemes Vote was allocated to the carrying out of certain work at Cromane, County Kerry, which work is now being carried out by a contractor who has not rotated the men employed on the work; and if he will have instructions issued to the contractor so that all men engaged in such work will be recruited through the labour exchange and that the workmen will be employed under the rotation system heretofore in operation where any such moneys have been granted.

It is assumed that the Deputy has in mind the scheme for the provision of a purification plant for mussels at Cromane, Castlemaine Harbour, County Kerry, for which moneys have been provided from the Employment Schemes Vote. The standing instructions relative to the recruitment of labour for schemes financed in whole or in part from the Employment Schemes Vote require all unskilled labour to be recruited through the employment office and this has been done in this case. It was found necessary for technical reasons to have the work carried out by a contractor and it was not considered expedient to make the grant conditional on the adoption of the rotational system. Experimental works on rotation under contract are being undertaken with a view to the extension of that system to contract work carried out with moneys provided by the Employment Schemes Vote.
