Private Business. - Local Government and Public Health Provisional Order (Confirmation) Bill, 1939—(From the Seanad)—Second Stage.

I move that the Bill be now read a Second Time.

Did the Dáil send this Bill to the Seanad or did the Bill originate in the Seanad. Can we have some information from the Minister about the Bill?

The purpose of this Bill is to extend the borrowing powers of the Clonmel Corporation. They have a short-term loan which they want to redeem, and get a loan for a longer period. The matter arises in connection with the gas undertaking in Clonmel which has been a success. Within the last ten years, the gas undertaking has contributed £3,700 towards the relief of the rates in that town. There is a new plant required, and it is in respect of that new plant that the new loan is to be entered into. That is all that is in the Bill.

If Clonmel desires to do that, I am sure we have no objection. Where did this Bill come from?

Was it initiated in the Seanad?
