County Management Bill, 1939—From the Seanad. - Local Authorities (Officers and Employees) (Amendment) Bill, 1940—Report and Final Stages.

I move amendment No. 1:—

In page 2, before Section 2, to insert a new section as follows:—

This Act shall come into operation on such day as the Minister for Local Government and Public Health shall fix for that purpose.

This amendment will enable the Minister to fix an appointed day for the coming into operation of the Act. When the Bill is passed, assuming that it will be passed in both Houses, the Appointments Commissioners will have on hands a number of applications and the consultations will require to take place between the Minister and the Appointments Commissioners in order that the Act will not come into operation until the commissioners have cleared the applications that are at present in hand.

I move amendment No. 2:—

In page 3, before Section 5, to insert a new section as follows:—

Section 12 of the Principal Act is hereby amended by the deletion, in sub-section (2) of the said section, of the words "one month" and the substitution in lieu thereof of the words "two months", and the said section shall be construed and have effect accordingly.

This amendment was discussed on Committee Stage and I think there has been agreement already on it.
