In Committee on Finance. - Customs (Amendment) Bill, 1942—Second and Subsequent Stages.

I move that the Bill be now read a Second Time. This Bill is not one of major importance. It is intended, in the main, to strengthen the law governing the importation and exportation of goods, and, to that extent, it extends the powers conferred by the existing Customs Acts. It has been discovered with regard to smuggling, that there is a doubt as to whether or not the Revenue authorities possess certain powers as to the search of persons and transport vehicles and as to how far their rights go in that regard. The object of the Bill is to remove these doubts and give the Revenue Commissioners and their officers full powers of search of persons and transport vehicles in connection with this matter.
