Ceisteanna—Questions. Oral Answers. - Carriers of Infectious Disease.

asked the Minister for Local Government and Public Health if he is aware that persons other than those employed on dairy farms who are prevented from following their employment on the grounds that they are carriers of infectious disease are not entitled to sickness benefit under the Health Insurance Acts; whether he is further aware that such persons are not entitled to unemployment benefit or any other form of compensation; whether, in certain cases, persons belonging to this category have been prevented for several weeks from following their employment or from earning any income; and whether, in these circumstances, he will consider introducing legislation or otherwise making arrangements for the purpose of entitling such persons to receive benefit or compensation in respect of the period during which they are prevented from earning their livelihood.

Provision is made in the Public Health (Infectious Diseases) Regulations, 1941, for the payment by sanitary authorities of full compensation in such cases and the necessity for further legislation does not exist Sickness benefit under the National Health Insurance Acts would not be applicable in such circumstances, but I am not aware that such persons would not be entitled to claim and to receive unemployment benefit or unemployment assistance as the case may be.
