Ceisteanna—Questions. Oral Answers. - Emergency Powers (No. 256) Order.

asked the Minister for Industry and Commerce if he will state what purpose it is sought to serve by the application of Emergency Powers (No. 256) Order to societies which are registered under the Industrial and Provident Societies Acts, 1893 to 1936; and on what grounds it is proposed to interfere with the discretion of the registrar to grant or refuse applications which may come before him under the relative Acts.

The purpose sought to be served by Emergency Powers (No. 256) Order, 1943, is to prevent the registration of societies under the Industrial and Provident Societies Acts, 1893 to 1936, during the present emergency, in cases where the Minister is not satisfied that the society is being registered or is amending its rules for a genuine co-operative purpose. Experience has indicated the need for additional safeguards following the establishment of the rigid control now being exercised in Great Britain over movements of capital. The small investor interested in these societies is not generally a person who can have recourse to expert advice, and he has not the partial protection afforded in cases of joint stock companies. As regards the latter part of the question, I may say that the desirability of making the Order was strongly represented to me by the registrar.

Could the Minister give the House an assurance that it is not contemplated to utilise this Order for the purpose of refusing to permit the establishment of genuine co-operative and similar societies?

If the Deputy considers such an assurance necessary he may have it.
