Ceisteanna—Questions. Oral Answers. - Unemployment Insurance.

asked the Minister for Industry and commerce if he will state in respect of each of the last five insurance years (a) the number of insurance books current at the beginning of the year; (b) the number of insurance books issued during the year, and (c) the number of insurance books current at the end of the year.

(a) The numbers of unemployment insurance books current during each of the five insurance years 1938-39 to 1942-43 inclusive were, respectively, 432,316, 432,127, 440,756, 439,457 and 420,728. (b) The numbers of unemployments insurance books issued to persons entering into insurable employment for the first time during each of these years were, respectively, 44,687, 43,731, 53,631, 45,979 and 45,618. In regard to (c) of the Deputy's question, it should be pointed out that the number of books current during an insurance year represents the number of books exchanged together with the number of new books issued. The exchange begins on the first day of the insurance year and continues throughout the year; about 80 per cent. of the exchange takes place, however, in the first month of the insurance year.
