Ceisteanna—Questions. Oral Answers. - Barrow Drainage Scheme.

asked the Minister for Finance if he will state in respect of each of the Counties Kildare, Laoighis and Offaly (a) the annual sum payable by the Public Works under the Barrow Drainage Act, (b) the annual sum payable by the commissioners for maintenance, (c) the proposed annual liability as provided by the Arterial Drainage Bill, (d) the proposed annual contribution by the commissioners for maintenance under the Bill, (e) the nett financial gain.

(a) The annual sums payable to the Commissioners of Public Works by the County Councils of Kildare, Laoighis and Offaly, under the final award for the Barrow Drainage District, are as follows:—

(b) The contribution by the Minister for Finance towards the cost of maintenance of the district in any financial year is not a fixed sum, but represents half of the Barrow Drainage Board's expenditure in the previous financial year. The average annual contribution may be taken at £3,250.

(c) The following are the sums which would become payable to the commissioners by the county councils, under the provisions of the new Arterial Drainage Bill which relate to the Barrow Drainage District:—

(d) The Arterial Drainage Bill proposes the discontinuance as from the "appointed day", of the State contribution towards the cost of maintenance works in the Barrow Drainage District.

(e) It is impossible, owing to the fact that the annual cost of maintenance is a variable factor, to give exact figures for the net financial gains to the three counties as from the "appointed day" to be fixed on the enactment of the new Bill, but taking £6,500 as the annual cost of maintaining the district, the net annual relief afforded would be as follows:—
