Ceisteanna—Questions. Oral Answers. - Farm Improvements Scheme.

asked the Minister for Agriculture if he will state (a) the number of applications which were received by his Department under the scheme of grants for farm improvements prior to 25th November, 1944, and (b) the number of such applications received after that date and prior to 1st December, 1944; if he will state further if he is aware that many of the latter applications were, possibly, despatched by the applicants in due time but, for one reason or another, were delayed in transit; and, if so, if he will consider the desirability of having such late applications reconsidered in the present scheme period from 1st January, 1945, to 30th June, 1945.

The number of applications received under the Farm Improvements Scheme in the non-congested areas up to and including 25th November, 1944, was 17,260. The number received after that date and prior to 1st December, 1944, was 3,365. The number of applications received within the prescribed period was more than sufficient to absorb all the funds available for the areas mentioned for the season 1944-45. Besides, in a scheme of this magnitude, it would create serious administrative difficulties if the time-table were not adhered to. It was, therefore, necessary to refuse the large number of late applications. In the congested districts a different procedure is followed and intending participants apply direct to the Department's local officers.

Is it really a matter of the time-table or of money? Is there sufficient money for the purpose?

It is a matter of money as well as of administration.

Will the Minister consider the late applications as being sufficient for next year? Will the applicants have to apply again?

What usually happens is that the late applicants get forms automatically to fill in for the next season.

Will they get first preference in the next year?

Yes, if they fill in the forms.
