Ceisteanna—Questions. Oral Answers. - Appointment of Turf Board Engineers.

asked the Minister for Industry and Commerce if he is aware that the Turf Development Board recently advertised five vacancies for engineers on their staff; that at least two of those appointed had no Army service; that an applicant with Army service was passed over, though his qualifications were otherwise satisfactory; and if he will instruct the Turf Development Board to give priority to ex-Army personnel.

I am aware that the Turf Development Board advertised certain vacancies for engineers, but I have no details as regards the persons interviewed or those appointed. I am satisfied, however, that the Turf Development Board at all times gives a high measure of preference to candidates who have had service with the Defence Forces.

Will the Minister inquire from the Turf Development Board if the statement in question is correct, and, if so, will he instruct them in the future to give preference, in case of an appointment, to Army personnel where the qualifications are equal?

The Turf Development Board give that preference. I think the Deputy is misinterpreting the meaning of preference. Preference does not mean that persons with Army service alone will be considered. It means that they are given preference over other candidates, but they must have the qualifications required by the board for the proper discharge of their duties.

I understand, and I have no reason to doubt the accuracy of the information, that in recent appointments one particular person who had similar qualifications to those who were appointed, and who had the additional qualification of being in the Army, was not given any appointment. If that is accurate, then this matter of Army personnel receiving preference is not strictly in accordance with what the Minister has stated.
