Committee on Finance. - Supplies and Services (Temporary Provisions) Bill, 1946—Financial Motion.

I move:

1. That there shall be charged, levied and paid on the grant, renewal, or issue of any licence, permit, certificate or authorisation of whatsoever kind granted, renewed or issued under or for the purposes of a Government Order, a subsidary instrument or a direction such (if any) fee as the Minister for Finance shall from time to time direct.

2. That all fees charged and levied by virtue of this resolution shall be collected and taken in such manner as the Minister for Finance shall from time to time direct and shall be paid into or disposed of for the benefit of the Exchequer in accordance with the directions of the said Minister.

3. That in this Resolution the expressions "Government Order", "subsidiary instrument" and "direction" have the respective meanings assigned to them by the Supplies and Services (Temporary Provisions) Bill, 1946.

Would the Minister tell us something about it?

It is to authorise the charging of fees on the issue of permits and licences for which the Bill provides. I mentioned the matter in the course of my statement on the Second Reading. Such fees for licences and permits are charged to cover administrative costs and are for very limited amounts. To the extent that licences and permits may still be necessary under this Bill the aim will be to recover the cost through such fees.

Can the Minister give any estimate as to the total amount in the year?

No estimate could be given because it would be impossible to forecast the extent to which the power will have to be utilised.
