Electoral (Amendment) Bill, 1946—First Stage.

I move for leave to introduce a "Bill entitled an Act to amend the Electoral Acts, 1923 to 1941."

When will the Bill be circulated?

I expect to-morrow. May I explain, in connection with Nos. 1, 2 and 3, that these Bills merely represent the enactment, in permanent form, of provisions which have already been made under an Emergency Powers Order, and which, I think, have been accepted as generally convenient by everybody? It is not proposed, if the House raises any objection, to take these Bills this session. I am proposing to ask the House to put them down for Second Reading on this day week, not with the anticipation that they will be taken this day week, but that if by any chance a suitable occasion occurs they may be taken during the remaining part of the session.

Are the amendments of an extensive character?

No. They merely embody in permanent form, in ordinary legislation, provisions which have already been made under an Emergency Powers Order such, for instance, as the circulation of polling cards, the regulation of polling in islands and places like that.
