Vocational Education (Amendment) Bill, 1946—Money Resolution.

Go bhfuil sé oiriúnach pé íocaíochta a údarú as airgead a sholáthrós an tOireachtas is gá chun éifeacht a thabhairt d'Acht ar bith a rithfear sa tSiosón seo do leasú na nAcht Gairm-Oideachais, 1930 go 1944.

That it is expedient to authorise such payments out of moneys provided by the Oireachtas as are necessary to give effect to any Act of the present Session to amend the Vocational Education Acts, 1930 to 1944.

I want to raise the question of the distribution of grants by the Department of Education. Under the parent measure, the Vocational Education Act, 1930, the Minister is empowered to provide, out of moneys provided by the Oireachtas, for the making of grants to vocational education committees in aid of expenditure under the annual schemes. Sub-section (2) of that section says that, in making such regulations, regard may be had to, amongst other things, the following: (a) the annual local contribution payable to each vocational education committee, (b) the amount of the rate required to raise such annual local contribution, and (c) the population of the vocational education area of such committee. So far as I can see, from figures published by the Minister's Department, regard is not being had to these considerations when grants are being distributed, and we find the most extraordinary anomalies in the amount of grant given to certain local committees as compared with the amount of rates which are contributed locally. I want, in the first place, to raise the case of Dun Laoghaire. In the current year, we are providing from the local rates £5,340.

This Money Resolution would scarcely apply to that matter because it applies only to the increase in the new amending Bill before us.
