asked the Minister for External Affairs if he will state whether the Government have received an invitation to be represented at the Preparatory Committee of the International Conference on Trade and Employment to be held at Geneva on the 8th April; and whether it is its intention to be represented there either by accredited representatives or by observers.

The answer to both parts of the question is in the negative. Only the 18 Governments which are members of the Preparatory Committee, and certain international organisations, may participate in meetings of the Preparatory Committee by means of representatives. Under Rule 47 of the Rules of Procedure of the Preparatory Committee, only members of the United Nations who are not members of the Preparatory Committee may send observers to the Committee's meetings.
