Mr. Fletcher's application was refused because he was not engaged in a class of employment to which the scheme for the grant of supplementary bread allowances applied at the time of his application. Mr. Fletcher was informed on the 21st instant that I am now prepared to accept an application from him and the necessary form has been despatched to him.
