Resolution No. 4—Customs.

I move that the Dáil agree with the Committee in Financial Resolution No. 4:—

(1) That, on and from the 16th day of October, 1947, the duty of customs on articles to which the provisions of Section 7 of the Finance Act, 1937 (No. 18 of 1937), and the Third Schedule to that Act, as amended, apply, shall be at the rate of 75 per cent. ad valorem in lieu of the rate heretofore chargeable, so far as the said provisions relate to articles of the following description, which, in the opinion of the Revenue Commissioners, have not, before importation, been substantially worn or otherwise used, that is to say, articles of personal clothing and wearing apparel which, in the opinion of the Revenue Commissioners, are made wholly or mainly of fur, and component parts made wholly or mainly of fur, of articles of personal clothing and wearing apparel.

(2) That the provisions of Section 8 of the Finance Act, 1919, shall apply to the duty chargeable in accordance with paragraph (1) of this Resolution, with the substitution of the expression "the area of application of the Acts of the Oireachtas" for the expression "Great Britain and Ireland" and as though the said articles were mentioned in the Second Schedule to the said Finance Act, 1919, in the list of goods to which two-thirds of the full rate is made applicable as a preferential rate.

(3) It is hereby declared that it is expedient in the public interest that this Resolution shall have statutory effect under the provisions of the Provisional Collection of Taxes Act, 1927 (No. 7 of 1927).

I oppose this tax too. People may have a few additional pounds, or £10,000 to spend to relieve the taxes, but I do not see why people with £4,000 should be picked out to add to the £53,000,000. This is one of Fianna Fáil's hypocritical labours to show the people whose incomes have been taxed, whose beer has been taxed, who have been taxed in the transfer of property that they are taking something too from the rich people, the people who wear the tall hats. This is one of the Fianna Fáil stamps of hypocrisy that we are used to seeing.

May I ask the Minister what the estimated revenue is from this tax?

The estimated revenue is £10,000.
