Vol. 108 No. 13

Committee on Finance. - Live Stock (Artificial Insemination) Bill, 1947—Committee and Final Stages.

Sections 1 and 2 agreed to.
SECTION 3
Question proposed: "That Section 3 stand part of the Bill."

Does the Minister intend to exercise control in regard to the introduction of this method of breeding where it is a purely private matter on an individual holding?

No, I do not, but I have an amendment down to Section 8. I am not anxious to control the individual effort at all, but I saw that, as the Bill stood, there was a possibility that my officials could not have a look at what was going on in a private place and I thought it better, as is proposed in the amendment, to give my officials the right to have a look round.

Question put and agreed to.
Sections 4, 5, 6 and 7 agreed to.
SECTION 8.

I move the amendment on the Order Paper:—

In sub-section (1), to delete paragraph (b) and substitute—

(b) premises at which artificial insemination of animals to which this Act applies is practised,

The amendment is designed to meet the point raised by Deputy Hughes. I thought it desirable that I should have this power and I hope the House will agree with me.

Amendment agreed to.
Section 8, as amended, agreed to.
Sections 9, 10, 11, 12 and Title agreed to.
Bill reported with amendment.
Bill, as amended, received for final consideration and passed.
