Committee on Finance. - Public Libraries Bill, 1947—Motion for Money Resolution.

If you will permit me, as I may not be here and there may be some agreement to take the Committee Stage of this Bill after the Money Resolution, I would like to move the Money Resolution now.

This is very irregular. On a point of order, is it permissible for a Minister to move the Money Resolution before the Second Stage of the Bill has been considered by the House?

It is not regular.

There are 14 Ministers in the Cabinet. The Minister for Local Government may go to his tea, but he has 13 warriors resting in the passage who could act for him and that is what they are paid for.

In view of Deputy Dillon's exhibition, I do not propose to ask the indulgence of the House.
