Ceisteanna—Questions. Oral Answers. - European Recovery Programme Import Programme.
A line of credit not exceeding $60,000,000 has been established under the European Recovery Programme to assist Ireland in financing the acquisition of such commodities and services as shall be from time to time approved by the Administrator for Economic Co-operation, Washington. The procurement authorisations granted to date by the Administrator under the line of credit total $47,311,332, and are shown in detail in two tables which, with the permission of the Ceann Comhairle, I propose to circulate with the Official Report.
For the six months, April to September, 1948, it was necessary to proceed with essential imports in advance of the specific approval of the Administrator and he is now issuing procurement authorisations in arrears in respect of these imports. Table I —to be circulated—shows the procurement authorisations issued to date in respect of this period.
As from 1st October procurement of goods in U.S.A. must as far as possible await the specific authority of the Administrator. Table II—to be circulated—shows the procurement authorisations issued to date for shipments to be made subsequent to 1st October. Currency permits in respect of these commodities are now being issued through the banks by my Department to the various importers concerned who, subject to the E.C.A. conditions of procurement governing the permits, will make their own arrangements with the American suppliers for the ordering and delivery of the goods.

Does this list show the expenditure of 5,000,000 dollars to purchase the wheat that the Minister for Agriculture discouraged the farmers from growing last spring? The reduction of 63,000 acres caused us to import 5,000,000 dollars worth of wheat.
It will not cost as much as the Argentine stuff.
