P., for permission to take his seat in Dáil Éireann; and, if so, what decision has been arrived at; and if he will state if the Government have considered proposing or recommending to the Oireachtas and the people the necessary constitutional and legal changes that may be necessary to enable the elected representatives of Irish people now residing in the six partitioned counties to take their seats in Dáil Éireann.
