asked the Minister for Justice if he has prohibited the importation of toy pistol caps; and, if so, why.

Strong representations were made to me last year that the discharging of fireworks in public places was becoming a serious nuisance and, as a result, I decided to discontinue the issue of licences under the Explosives Act for the import of fireworks, except fireworks intended for properly organised displays.

Am I to understand that the Minister regards these toy pistol caps as fireworks?

There are many types of fireworks, and it is very hard to distinguish between them. These caps can make a very loud explosion. There have been many cases where people in the City of Dublin suffered severe shock as a result of them. If they were manufactured in this country I could not stop their use but, as it is, they are imported.

Was the Minister ever a boy?
