asked the Minister for External Affairs if he will state what restrictions, if any, are in force in relation to (a) males and (b) females who apply for travel identity cards for the purpose of emigrating to seek employment abroad.
Ceisteanna—Questions. Oral Answers. - Travel Identity Cards.
The restrictions at present in force for the control of emigration to employment prohibit the granting of travel identity cards to males in the following categories: (1) Males in employment or for whom suitable employment is available here or will be available within a reasonable period; (2) males who refuse an offer of suitable employment in this country, or who leave their employment voluntarily without just cause, or who lose their employment in circumstances within their own control (this restriction operates for a period of six months from the date of the event); (3) males under the age of 19 years (not enforced where training is offered in skilled trades or professional employment or where home circumstances are straitened; and (4) men whose services are deemed to be essential in this country on grounds of special experience or qualifications. These restrictions do not apply to members of the professions, e.g., clergy, doctors, dentists, nurses, engineers, surveyors, university graduates, nor do they apply to migratory workers going to seasonal work.
There are no restrictions on the grant of travel identity cards to females emigrating to employment.
asked the Minister for External Affairs if he will state, up to the latest date in the present year for which figures are available, the numbers of persons, classified by sex and county of residence, to whom travel identity cards and passports were granted for the purpose of going abroad to take up employment or permanent residence.
