Ceisteanna—Questions. Oral Answers. - Temporary Clerks.

asked the Minister for Local Government if he has yet received any recommendation from the Chief Executive Officer, Dublin Board of Assistance, for the improvement of the present salary scales of temporary clerks in the board's employment, arising out of a claim made on behalf of such employees by the Workers' Union of Ireland, on the 30th September, 1949; and whether in this connection he is aware that the present low scales of salary were fixed by his Department in 1947 and have not been revised since and that the chief executive officer has stated by letter to the union that he considers the present scales are low and compare unfavourably with rates of remuneration of unskilled or less skilled officers.

No such recommendation as that referred to by the Deputy has been received in my Department, but I understand that other proposals relating to temporary clerks will shortly be made.

The revised rates of pay for temporary clerks in the offices of the Dublin Board of Assistance fixed in 1947 and 1948 were based on proposals, submitted by the commissioner then administering the affairs of the board.

Subsequently these officers were granted a temporary allowance at the rate of 5/6 per week, if unmarried, and 11/- per week, if married.

May I point out that the commissioner by letter had indicated that the present rates of pay were fixed by the Department and further that the Department has informed the union that it has requested the chief executive officer to furnish a report and a recommendation as to the increases, if any, that he considers necessary? Has the Department asked for that report?

There is a report coming but not on the lines of the Deputy's question. There is a proposal in regard to an alteration in the status of the temporary clerks which will be considered in due course but I have not got that yet.

May I point out that the report to which the Minister refers has reference only to the number of staff and has no reference to the question of salaries?

It is proposed to put these temporary clerks in a permanent position.
