Ceisteanna—Questions. Oral Answers. - Sewerage Schemes.

asked the Minister for Local Government if he will state the reasons for delay in carrying out a proper sewerage scheme for Rathcormac, Fermoy, County Cork; whether proposals have been received from the North Cork Board on the matter, and whether it is one of the 42 water and sewerage schemes agreed upon two years ago by that board; and, if so, what state of forwardness it is in; whether the plans and specifications have been submitted to his Department and sanctioned; and, further, if he can name any month or year in which he could guarantee that work will be started on the scheme.

A preliminary report, layout plan and estimate of cost for the provision of a sewerage scheme for Rathcormac have been received from Cork County Council. The scheme is included in the programme of sanitation works agreed on by the sanitary authority two years ago. In view of the very high cost of the scheme proposed in relation to the population to be served, the council were asked to furnish a report from the county medical officer on the necessity for and urgency of the scheme, and on the details of the scheme proposed. A report was requested also on the condition of the water supply in the village with a view to ascertaining its adequacy before proceeding with the installation of a water-borne sewage system. The council's reply is awaited.

It is not possible to indicate when work will be started on the scheme.

asked the Minister for Local Government if he will give a list of the 42 schemes for water supplies and sewerage included in the scheme of works agreed upon two years ago and submitted to his Department by the North Cork Board, indicating the schemes (1) on which work has begun; (2) for which tenders have been accepted; (3) for which tenders have been invited, and (4) for which no proposals have been furnished; and if he will state whether it is the intention of his Department that until these 42 schemes are completed no new proposals for sanitation works in that area can be entertained; and, if so, when the people of Boultra and Ballynoe may expect a water supply.

As the reply contains lengthy lists of schemes and detailed reviews of the position of particular proposals, I would ask the permission of the Ceann Comhairle to have it circulated with the Official Report.

The following is a list of the schemes included in the programme agreed on by the sanitary authority in May, 1948:—

(1) Work has begun on Rathluirc water supply and sewerage improvements, and extensions of water supply at Millstreet.

(2) Tenders have been accepted and approved for water supply schemes at Bartlemy, Bweeng, Boherboy, Buttevant, Glanworth, Kanturk, Watergrasshill and sewerage schemes at Castletownroche and Kildorrery.

(3) Tenders have been invited for water supply schemes at Castletownroche and Ballyhooly and sewerage extensions at Buttevant (Knockbarry) and Kanturk.

(4) No proposals have yet been furnished in regard to the following schemes included in the agreed programme:—

Water — Ballyheen, Ballindangan, Bottlehill, Conna, Curraghagalla, Grange-Johnstown (filters and storage), Gurrane, Kilmurry, Knockballymartin, Rathcoole, Tour-Glenamuckla. Sewerage—Glanworth.

The position as regards the other schemes in the programme not included at (1), (2), (3) or (4) is as follows:—

Approved — Water — Ballyclough, Killavullen, Kiskeam, Tullylease.

Under consideration—Water—Glantane, Kildorrery, Newmarket (extension), Rockmills.

Sewerage—Kilavullen, Knockagree, Mitchelstown, Rathcormac.

The extension of the Buttevant water supply to Rathclare has been deferred until the improvements to the Buttevant supply have been completed.

The sewerage scheme for Boherboy has been deferred until the water supply is installed.

The determination of the actual schemes to be included in each year's programme is a matter for the county council in the first instance, having regard to the advice of the county medical officer and the stage of preparation which each such scheme has reached. As indicated in my reply to the Deputy's question on the 31st May, 1950, the county council have been asked for their reasons for proposing to proceed with a number of schemes, including the water supply for Boultra, outside the original programme in advance of other schemes which were hitherto deemed to be more urgent. Reports have been requested as to the urgency of the new schemes in relation to those still outstanding on the programme. The council's reply is awaited.
