asked the Minister for Social Welfare if he will make provision in the proposed Social Welfare Bill for the award of non-contributory pensions to permanently disabled persons.

So far as I have gone in the preparation of new social welfare schemes, I have not given final consideration to the suggestion contained in the Deputy's question and at the moment I can only give the assurance that I will continue to bear the matter in mind.

Would the Minister bear in mind the position of people who are deformed, either since birth or early childhood?

That is what the question is all about.
