Vol. 127 No. 7

Ceisteanna—Questions. Oral Answers. - Price Rings.

asked the Minister for Industry and Commerce if, having regard to recent published references purported to have been made by him concerning the existence of price rings in this country, he will confirm whether this is so; and, if so, if he will indicate the trades or industries in which such price rings exist, together with the identities of the persons or groups operating them; and what steps he proposes to take with reference to this unhealthy position.

There is evidence that there exist in certain trades agreements or arrangements, the effect of which is to specify minimum selling prices for particular commodities.

As I have indicated recently in Dáil Éireann in the course of replies to a number of questions concerning restrictive trade practices, I hope to be in a position shortly to introduce a Bill containing legislative proposals dealing with these practices. The proposals will relate also to resale price maintenance. Information in regard to the incidence and nature of resale price agreements will be made available when the legislative proposals are being considered by the Oireachtas.

Could the Minister indicate whether it is hoped to bring in this legislation before the end of this session?

I do not think so. It is a Bill which will require, because of its nature, very careful consideration by the parliamentary draftsman and I should not like to rush him in his work.

The Minister is aware that all sides of the House have been pressing for a number of years for such a measure.

Yes, and action has started now.

Action started before.

Not on the drafting of a Bill.

You have to know the facts before you can draft a Bill.
