Ceisteanna—Questions. Oral Answers. - County Kildare Unemployment Claim.

asked the Minister for Social Welfare if he will state why no benefit has been paid to a person inMylerstown, Nurney, County Kildare, in respect of the seven certificates forwarded by him for sickness benefit.

Regulations provide that a contribution card is due for surrender not later than 14 days after the expiry of the period. Regulations further provide that a contribution card surrendered after the 30th November following the period of its currency is not effective for benefit purposes for four weeks following the date of its surrender.

The contributions paid during the year ending July, 1952, govern the rate of benefit during the current year. The insured person submitted evidence of incapacity as from the 2nd January, 1953, but his claim for benefit, together with his 51/52 period card did not reach the Department until 24th January, 1953. No benefit would therefore be payable until 21st February.

It has since been alleged that the card was surrendered to the local agent on 4th December, 1952. This statement has been accepted, and the insured person's record has been amended accordingly. Benefit amounting to £10 16s. covering the period covered by medical evidence has been issued.

There would have been no delay in payment if the card had been surrendered at the proper time.

Is the Parliamentary Secretary aware that there have been several complaints of delay in County Kildare and will he take steps to see that they are obviated?
