Committee on Finance. - Grass Meal (Production) Bill, 1953— Report and Final Stage.

Question proposed: "That the Bill be received for final consideration."

There wasone point to which I think it is only fair for me to refer. Deputy Sweetman asked me to examine a matter in relation to Section 11, which is the licensing section by which the Minister may license the company proposed to be set up to engage in the production of some product other than that which it is permitted under the Bill to produce. In that event there are already, in the Minister's opinion and in my opinion, sufficient safeguards to ensure that any person who is producing that commodity already or who is interested in the production of that commodity in any other way will have ample notice of the Minister's intention to grant such a licence. Under the provisions of Section 11, the Minister must publish notice of his intention to grant such a licence in Iris Oifigiúil.Deputy Sweetman suggested that perhaps the Minister's intention might be brought to the notice of the Oireachtas or of the Dáil, I forget which, by having the notice laid on the Table. I have discussed the matter with the Minister as I promised Deputy Sweetman and we both agree that the provisions of the section as they stand, which provide for publication inIris Oifigiúil, are sufficient to bring to the notice of anybody affected, that the granting of such a licence is contemplated by the Minister.
