asked the Minister for Local Government if he will state (a) the number and the names and addresses of appointed officers in connection with housing; (b) the fee allowance or charge each appointed officer is entitled to or allowed per house on new houses and reconstruction: (c) the function of such appointed officers and (d) the number of houses (i) completed in each officer's area; (ii) partially constructed, and (iii) in the case of which grants have been sanctioned but building has not been commenced in the last 12 months for which figures are available.
Ceisteanna—Questions. Oral Answers. - Housing—Appointed Officers.
(a) There are 92 persons acting as local appointed officers in connection with the payment of grants under the Housing (Financial and Miscellaneous Provisions) Acts, 1932 to 1952, in respect of the erection and purchase of new houses for owner occupation. Thenames and addresses of these officers are given on a list, which, with your permission, Sir, I propose to have circulated with the Official Report. In addition to these local officers, certain inspectors of my Department are appointed officers for the purpose of both new house and reconstruction grants under the Acts.
(b) The local appointed officers have no functions in relation to reconstruction grant work. No charge is made for the services of the inspectors of my Department who deal with this work.
The fees payable to local appointed officers amount normally to £2 2s. per house and are prescribed in paragraph13 of Schedule III to the Housing (New Houses) Regulations, 1948, and paragraph 8 of Schedule II to the Housing (New Houses) Regulations, 1950.
(c) The functions of appointed officers are to carry out the duties assigned to them in Schedule III to the 1948 Regulations and Schedule II to the 1950 Regulations.
(d) The information requested under this heading is not readily available from the records of my Department and to compile it would entail a demand on the time of the staff which would not be justified.

Could the Minister include in the statement he is circulating the areas for which each officer is responsible, because very often Deputies are asked who is the appointed officer for a particular area?
The statement I have already prepared does not contain that information, but, if I can have it amended in any way, I will do so.
With regard to paragraph (c), relating to the functions of these appointed officers under the regulations, have these officers any function with regard to the quality of the work or the soundness of a house when it has been built?
They are bound to have these responsibilities.
What I want to find out is whether they are supposed to supervise the work to see that it is not inferior before issuing the final certificate, on completion, in the case of a new house.
They cannot be expected to supervise the work in the same sense that a clerk of works would supervise the erection of houses by a local body, but when the appointed officer calls to a man who is erecting a house for his own occupation, with a view to issuing a certificate for the payment of the first instalment, he must be satisfied that the work, so far as he can see, has been reasonably well done.
In the case of the final instalment then?
In the case of the final instalment, that payment cannot be made until a certificate has been issued by an officer acting directly under my Department.
Who, I take it, must be satisfied that the work has been completed fairly satisfactorily?
He must be satisfied, and should he make a report to the effect that the work is unsatisfactory, the individual is fined for faulty work. If it is so desperately bad, which rarely arises, that no grant can be paid, such action is taken.
Does the appointed officer have any function in connection with the final instalment?
The local appointed officer has no function in connection with the payment of the final instalment.
