asked the Minister for Justice if he will state, in regard to 16 mm. film shows of non-inflammable films sponsored by national cultural and sporting clubs at which admission is by invitation and whereat no admission charge is made, whether the Garda Síochána insist that their permission should be sought prior to the holding of such film shows.

The answer is "no." The Cinematograph Act, 1909, applies only to inflammable films. If, however, the Gardaí become aware that a film is being shown in an unlicensed hall, and they have not been notified of the showing, they may visit the hall in order to satisfy themselves that the film is in fact non-inflammable.
