Ceisteanna—Questions. Oral Answers. - Arranmore Island: Appointment of Medical Officers.

asked the Minister for Health if he will state the number of medical officers appointed by the Local Appointments Commission to Arranmore dispensary, County Donegal, between the 1st January, 1930, and the 1st February, 1954, and if he will indicate the respective periods which each appointee held this appointment.

asked the Minister for Health if in view of the fact that it is impossible to get any medical officer appointed to the Arranmore dispensary, County Donegal, to spend more than a very brief period in residence on the island, he will recommend to the Donegal County Council the urgent necessity for the erection of a doctor's residence on the island.

asked the Minister for Health if in view of the fact that medical officers appointed to the Arranmore dispensary district, County Donegal, by the Local Appointments Commission, spend but brief periods in such appointments, he will leave the future appointments of dispensary doctors to the island in the hands of the Donegal County Council.

With your permission, a Cheann Comhairle, I propose to take Questions Nos. 11, 12 and 13 together.

Nine medical officers have been appointed through the Local Appointments Commission to Dungloe No. 3 dispensary district (which comprises the island of Arranmore) since 1930. The periods during which they served are indicated in a tabular statement which, with your permission, I will circulate with the Official Report.

I have twice recommended to the Donegal County Council that a residence for the medical officer should be provided on the island but the council have informed me that they do not propose to accept the recommendation.

The Local Authorities (Officers and Employees) Act, 1926, applies to this post and accordingly the selection of candidates for permanent appointment must be made under Section 5 or Section 6 of the Act. The Local Appointments Commissioners select candidates for posts filled under Section 6. Under Section 5 a local authority can, with my permission, fill a vacancy by transfer of a permanent medical officer from another dispensary district. Should Donegal County Council propose to fill any future vacancies in the post under Section 5 of the Act I will be prepared to sanction such proposal.
