Building projects prepared by the Commissioners of Public Works, excluding National Development Fund projects, which were actually under construction, or were contracted for prior to 31st March, 1954, were covered either by the specific departmental provisions in sub-head B of the Estimate for Public Works and Buildings, 1954-55, or by the general provisions in the same subhead.
