asked the Minister for Local Government whether he is aware that allegations have been made that preferential treatment has been given in regard to the placing of local authority advertisements with local newspapers in Waterford, and, if so, whether he will have an inquiry held into the matter.

I am not so aware.

Is the Minister not aware of the fact that the city manager in Waterford as a reprisal, because a certain city newspaper published a certain interview, has now used public money——

A charge should not be made, under the privileges of this House, against a public official, who has no opportunity of defending himself.

Is the Minister aware that a certain official has denied the right of a newspaper in Waterford to receive advertisements? Would he inquire into the cause of the refusal?

This is a matter entirely for the local authority, one in which I have no powers or function whatsoever.

Has the Minister not a duty to this House to see that officials, acting under his Department, carry on their activities in keeping with what should be expected from servants acting under that authority? Surely that is his responsibility?
