The full-time posts are normally filled by established officers. Exceptionally a number are blocked by unestablished or temporary officers.
Since 1st January, 1951, 41 part-time posts have been converted to full-time status.
The number of temporary and part-time postmen appointed established postmen in recent years is as follows:—

Appointment to established status is by means of limited competition. The last provincial competition was held in 1950: hence the large number of appointments in 1951 and 1952.
