Ceisteanna—Questions. Oral Answers. - Agricultural Institute.

Mr. de Valera

asked the Taoiseach when the Bill embodying the Government's proposals for the establishment of the Agricultural Institute will be introduced.

The general scheme of a Bill embodying revised proposals for the establishment of the Agricultural Institute has been approved by the Government as a basis for further discussions between the Minister for Agriculture and the interests concerned, including the United States authorities, the Universities and farm organisations. A provisional draft of a Bill on the lines of this general scheme is being prepared by the parliamentary draftsman, and the Bill will be introduced within the next few weeks. There will be no delay, on the Government's part, in taking the Second Reading.

The existing Agricultural Faculties will remain with the Universities for the grant of degrees in Agriculture and in Veterinary and Dairy Science. Under the proposed legislation, the Institute will be empowered to grant a higher degree, to engage in research and to assist in the extension and development of research in existing institutions.

Is it proposed to have any direct teaching apart from research?

That is a matter which will be considered hereafter. The Deputy will understand that there is a direct connection between research and teaching.
