I should like to point out to Deputy O'Malley that I am in absolute agreement with the Minister. It has been customary for master builders, when they are about to develop a scheme, to submit a test plan for costing purposes to find out what is the market value of a particular house as defined by the local authority. It is the intention of the Bill to permit an appeal from the market value as assessed by the local authority on that test valuation and I am in full agreement with what the Minister says, that any person may appeal. This will be a very simple method of having defined the market value of an entire scheme by an appeal in one individual case.
