Written Answers. - Capital Development Schemes.

asked the Minister for Finance if he will state for each year from 1934 to 1947, inclusive, the total amount of moneys applied to capital development schemes, distinguishing between moneys raised by loan and gathered by taxes, the schemes to which such moneys were applied and the amounts applied to the various schemes.

Expenditure on capital development schemes was not segregated as such in the period in question. While information as to the objects of "below-the-line" Exchequer issues and of Central Fund Services expenditure in that period is, of course, contained in the annual Finance Accounts, and details of Supply Services expenditure are shown in the Appropriation Accounts, opinion might vary as to what were or were not capital development schemes. In the circumstances, I do not wish to attempt to identify such expenditure.

For the same reason and also because general deficits on current account were met from borrowing which could not be attributed to any particular head of expenditure, it would not be possible to indicate the extent to which capital development schemes might have been borrowed for or, alternatively, financed from revenue.
