Vol. 171 No. 7

Ceisteanna—Questions. Oral Answers. - Control of Exports.

asked the Minister for Health if he will state the description of the goods the export of which is controlled by him, and the date and reference of the Order applicable in each case.

The only goods in relation to which I exercise statutory powers of export control are certain drugs to which the Dangerous Drugs Act, 1934, and Regulations and Orders made thereunder apply.

The Act prohibits, inter alia, the export except under permit of the drugs to which Parts II and IV apply, and includes provision under which Part IV may be applied to other drugs by Order of the Government. Three Orders applying Part IV of the Act (with modifications in the case of the first-mentioned Order) to other drugs are in force. They are No. 66 of 1937, No. 275 of 1937 and No. 171 of 1946. As the descriptions of these Orders are of a lengthy and involved nature, I propose, with your permission, a Cheann Comhairle, to circulate them with the Official Report.

I should say that certain preparations containing drugs to which Part IV of the Act applies have been exempted from control by the Dangerous Drugs (Preparations containing Morphine, Cocaine, etc.) (Exemption) Order, 1937. No. 160 of 1937.

The descriptions of the Orders referred to by the Minister in his oral reply are as follows:—

Dangerous Drugs Act, 1934 (Application of Part IV to Methyl-morphine and Ethylmorphine) Order, 1937. No. 66 of 1937.

Dangerous Drugs Act, 1934 (Application of Part IV to Preparations of Ecgonine, Morphine, Methyl-morphine and Ethylmorphine) Order, 1937. No. 275 of 1937.

Dangerous Drugs Act, 1934 (Application of Part IV to Hydrochloride of 1-Methyl-4-Phenyl-Piperidine-4-Carboxylic Acid Ethyl Ester) Order, 1946. No. 171 of 1946.

Do I understand the Minister to say he has no such goods under control under the Control of Exports Act?

No, I have not.

I wish the Minister would ascertain what his colleague on his right says because they do not agree.

It may be a matter of nomenclature.

Or a matter of inaccuracy.
