Ceisteanna—Questions. Oral Answers. - Expenditure on Public Capital Programme.

asked the Minister for Finance if he will state the amount and details of the expenditure on the public capital programme in each of the years 1946-47 to 1957-58, and the estimated amount in 1958-59 under the same headings as in Appendix II of the White Paper.

As the reply contains information in the form of a tabular statement, I propose, with the permission of the Ceann Comhairle, to have it circulated with the Official Report.

Following is the reply:—

The estimates in Appendix II of the White Paper relate to public capital expenditure whether financed from the Exchequer, from internal sources of the various public bodies, or from other non-Exchequer sources. Information is not available in my Department to enable particulars to be furnished on this basis for years prior to 1956-57. The particulars in respect of the years 1956-57 to 1958-59, inclusive, are as follows:—

(a) Original Budget estimates except for: (1) the inclusion in the figure for Building and Construction of a tentative estimate of increased expenditure of £0.45 million on housing mainly consequential on the enactment of the Housing (Amendment) Act, 1958; (2) the inclusion of £0.6 million for turning over of existing capital by the Agricultural Credit Corporation—see footnote (c); (3) the ommission, as a separate provision, of £0.25 million for the Dundalk Engineering Works, Ltd., now being financed by the Industrial Credit Company Ltd.

(b) Advance of £0.9 million to Road Fund included.

(c) Represents turning over of existing capital of the Corporation; figure for 1958-59 as estimated at November, 1958.

(d) Not described as a capital service prior to 1958-59.

(e) The Budget outturn figure has been revised in the light of the audited expenditure of local authorities under (1).

asked the Minister for Finance if he will state (a) for the years 1946-47 to 1957-58 the amount expended, (b) for 1958-59 the estimated expenditure, and (c) the expenditure estimated in the White Paper for the public capital programme on each of the following: (1) housing, (2) sanitary services, (3) schools, (4) hospitals, (5) ports and harbours, (6) airports, (7) arterial drainage, (8) railways, (9) shipping, (10) air services, (11) steel industry, (12) fertiliser industry, (13) industrial grants and (14) extension of activities of State sponsored bodies (specifying each such body).

As the reply contains information in the form of a tabular statement, I propose, with the permission of the Ceann Comhairle, to have it circulated with the Official Report.

Following is the reply:—

With regard to the period prior to 1956-57, I would refer the Deputy to my reply to Question No. 38. The following are the particulars in respect of the years 1956-57 to 1963-64, inclusive:—

GENERAL FOOTNOTE:

The figures given relate to expenditure whether financed from the Exchequer, by borrowing from non-Exchequer sources, or from internal sources of the various Public Bodies. The amounts included for local authority expenditure in 1957-58 may require minor revision; the amounts for 1958-59 are original Budget estimates except as regards housing, while, for the years 1959-60 to 1963-64 regard should be had to the qualifications mentioned in paragraph 133 of the White Paper entitled Programme for Economic Expansion.

(a) Nitrogenous fertiliser project.

(c) This is a global allowance for capital for State-sponsored bodies to enable them “to extend their activities into projects related to their main spheres of operation and to test the profitability of new lines and new markets” (para. 109 of White Paper).
