asked the Minister for Finance why it was that in 1958 only £3,133 out of a total of £54,107 in fines imposed for butter smuggling offences was collected, while in 1957 £1,941 out of £3,941 in fines was collected.

The comparison made by the Deputy for the years 1957 and 1958 is distorted by the fact that the figure of total penalties imposed in 1958 includes penalties totalling over £40,000 imposed in a single case and which were subsequently very substantially mitigated by the Revenue Commissioners in the exercise of their statutory functions. Further, a number of penalties imposed in 1958 are still outstanding.
