asked the Minister for Social Welfare if the Government have ratified the International Labour Convention No. 17 on Workmen's Compensation; and, if not, why not.

The Government have not ratified the International Labour Convention No. 17 on Workmen's Compensation, as existing legislation does not comply with all the provisions of that Convention. In particular, the legislation does not ensure the payment of compensation in all circumstances, nor does it include provision for the payment of additional compensation where an injured workman requires the constant help of another person.

The present scheme of workmen's compensation is under examination by a Commission set up for that purpose. If the present scheme is revised or a new scheme introduced as a result of the Commission's work, the question of ratifying this Convention can then be reconsidered.
