MacSwiney (Pension) (Increase) Bill, 1960—Second Stage.

Tairgim go léifí an Bille athuair anois. Tá soláthar á dhéanamh leis an mBille chun méadú de £61.16s. a chur leis an bpinsean de £500 sa bhliain is iníoctha le baintreach Thoirdhealbhaigh Mhic Shuibhne. Is ionann an méadú sin agus an méadú a luaigh mé i leith baintreach le síniúir an Fhorógra 1916 agus dá bhfuil soláthar déanta le hAlt 17 den Bhille Arm-Phinsean.

Tá an méadú á íoc ón lú Lúnasa, 1959, i leith, ar Údarás Meastacháin Bhreise le haghaidh pinsean a ritheadh sa Teach seo ar an 22ú Iúil, 1959. Tá an Bille riachtanach chun údarás reachtúil a chur ar fáil don mhéadú.

The Bill provides for an increase of £61. 16s. in the pension of £500 per annum payable to the widow of Terence MacSwiney. The increase is the same as that which I mentioned in the case of the widow of a Signatory of the Proclamation of 1916 covered by Section 17 of the Army Pensions Bill.

The increase is being paid since 1st August 1959, on the authority of a Supplementary Estimate for pensions passed in this House on 22nd July 1959. The Bill is necessary to give statutory authority for the increase.

I feel that if an increase were being given, it should have been four times this amount. The Minister has given £61 16s. but he should have given at least £225.

What we have done is that in addition to the increase granted to all State pensioners generally in the Budget of 1959, we have given the 6 per cent increase given to other pensioners in 1956. These people were omitted on that occasion. They have now got the 1956 and the 1959 increase.

It is still very small.

They got nothing at all in 1956.
