asked the Minister for Local Government whether any proposals or suggestions have emanated from his Department in relation to the Cork-Youghal Road; whether there are any proposals in relation to the road for the by-passing of Midleton or Carrigtwohill; whether any engineer of his Department made any suggestions or proposals in relation to such a by-pass; whether certain land holders were refused authority to build or to sell plots for building on the site of such by-pass; and, if so, by whom.

The formulation of proposals for the improvement of public roads in their functional area is a matter for Cork County Council. No proposals in relation to the Cork-Youghal road have emanated from my Department.

Discussions between officers of my Department and of the county council on the design of schemes for the improvement of the road in question covered, as is normal in such cases, all the facts and issues, including the possibility that future increases in traffic might create such problems in the towns concerned as to require the construction of a by-pass or by-passes at some time in the future. No proposals for any such by-passes have been submitted to my Department and I understand that the county council have not formulated any such proposals.

I am not aware of any cases of land holders being refused authority to build or sell plots in the circumstances mentioned in the question.
