Committee on Finance. - Intoxicating Liquor Bill, 1959—Financial Resolution.

I move:—

"That for the purpose of any Act of the present session providing for amendment and extension of the Licensing Acts, 1833 to 1953, and the Registration of Clubs Acts, 1904 to 1927, and for other matters connected with the matters aforesaid, it is expedient to make provision for the payment of a sum of two hundred pounds to the Revenue Commissioners by each of certain persons in respect of the grant to such persons by the Revenue Commissioners of certain licences for the sale of intoxicating liquor."

On the Resolution, I think it is unnecessary for me to say much, as I understand the position is that the House in accepting the Resolution would not be committing itself to the acceptance of the figure of £200 mentioned in the Resolution. It would only commit the House to a ceiling of £200, but, when the main amendment comes up for discussion, the House will be able to discuss whether the figure should be £200 or a lower figure or whether, despite the terms of the Financial Resolution, there should be any charge at all. In these circumstances, I think, I should reserve any comment on the proposed charge of £200 until we are discussing amendments Nos. 7 and 13.

On the terms stated by the Minister, we are prepared to agree with the proposal which he now makes, it being clearly understood that in passing the Financial Resolution we are doing so only for procedural convenience and that we dissent from the terms of the Resolution in so far as it refers to a specific sum. We propose to take the merits of the issue in that regard on the several amendments which are to be recommitted.
